Does it come with SBS 2003? How do I install it or turn it on? I saw something somewhere on the server but can't seem to find it again.

SBS comes with Sharepoint Services 2. You install it during the initial install of SBS. Or you can use the SBS media to install it later.
For Sharepoint Services 3.0 you can simply download it but there are some issues with running 3.o on an SBS server. There are a number of article on using installing/using Sharepoint Services 3 on an SBS server. I recommend searching these on google and reading them before proceding.
