Share point email configuration

Hi,
i need help in the following area
- I can not configure certain function like email in
sharepoint. i get an error displaying that "unable to
find "WebUIValidate.js" file, install "aspnet_regiis"
manually.

- When i try to install the file in dos prompt, the error
pops up displaying the local administrator user account
needs administrative rights to install the file

any suggestion and advise will be greatly appreciated
