Share Custom Menus in Excel

Older versions of Excel used to let you create a menu in a file and the menu would only be available in that file. Also, anyone who opened that file would have your custom menu available when they opened that file. The new versions of Excel save menu settings in Excel.xlb, so your menu bar is not saved in a workbook and it is always available to you. I don't want this!!!!! I want to be able to give a file to someone else and let them use the menus I created. Also, I want those menus to disapear whenever the workbook is not in use since the menus/macros are only relevant Excel template I created.

Is there a simple way to do this?
