Share Camcorder / Sound across network 1

I want to have a video and sound link between two computers on a home network (wired). The video in fact only needs to go one way though two way would be better. There must be a better solution than going via a Skype video call etc. Any pointers?

The ultimate aim is for the camera to be able to see what is being written on a sheet of paper.

All ideas welcomed.
