Shadowing - User can only see her own connections

Hopefully somebody can help me. I have a user who needs to be able to shadow other people. When she runs shadowing she can only see the connections for herself and does not see any other users. I have done a google search on this and I see some references on adding users to shadow but they do not say where you need to do this at. How can I have her see all the users so she can shadow?

If you are using 3.0 or 4.0 you will be able to create a "shadow policy" in the Citrix Managment Console.
First create a global group and call it something like "citrix shadow" or w/e. Then add your users to that group.

The next step is to launch the Citrix managment console (start-programs-citrix) and log into it.
Once you logged into it...go to the "Policies" folder and create a new policy.
Name it "user shadow" or w/e and then find the "shadow option" (depends on what version of Citrix you are using check "enable" and then add your global group "Citrix Shadow". Once that is done you will be able to publish out the shadow taskbar to your users and have them shadow other users.

I might of missed a couple of steps but you should be able to get it. =)
