Shadowing on Citrix XP

I wish to give the shadow right (through the CMC to avoid to take a Citrix license from the pool) to some 'delegated' users (non local-admin) on a Citrix XP MetaFrame SP2/FR2 running on W2K Server. The Citrix has been installed with the shadow option enabled, I created the appropriate policy and assigned it to the appropriate users. The ICA client is also installed on the 'delegated' PC (in addition to the CMC). In ICA-TCP configuration, I granted these 'delegated' users the right to shadow. But this not work except if I grant them local administrator of the Citrix server ... The symptom is : no popup sent to shadowed users and the screen remains black on the 'delegated' PC! I tried to give permissions on executables without success. Is someone has an idea ? Thanks
 
We have allowed some of our users to shadow by adding them to the Citrix Administrators group in the CMC. You can then customize their access.
 
Prior to install the CMC and ICA client on the delegated PC, I added this user in the 'Citrix Administrator' group with a limited set of rights (through the 'Custom' option only available since the FR2) like 'Log on to Citrix', 'View sessions','Disconnect sessions', etc ....

My real blocking problem is: it seems that the user must be member of 'local admin' group on this specific Citrix server and this is not acceptable for us ...
