sh frame pvc dlci inactive

I believe I have an old test dlci 98 when.... sh fr pvc

How do I get rid it? Power reset router?

Are you asking to remove that dlci from the router, if so. You'll need to login using enabled mode, do a show run. Read through the config and find the serial interface that has the matching dlci and remove it there, just make sure you don't need it first. once the interface with the dlci or at least the dlci is removed use 'no frame-relay interface-dlci 98' cmd from within the interface, then end and write, copy run config to startup config.
 

It's not configured, I believe it is a test dlci discovered when the telco was testing.

 
So what you're saying is when you do a sh frame pvc, this dlci shows up as inactive. If so then it must be configured on the router, it's probably a sub interface of the serial interface. Do a sh run, and look under the Serial infaces. Unless the telco has the ability to login to you router then PVC's can't be added by them to your router.
 
correct, it shows inactive. it is not configured under interface/sub int.

Ok, I would do the following:
1st- Find out if there is anyone on your team that made a conf change on the router. If you are the sole person that manages the router then you don't need to ask anyone.
2cd- Change the passwords on the router console, vtty and enabled or secret.
3rd- Enable logging to a syslog server, this way if anyone logs in or attempts to it will be logged. There is also paging software that'll page you if someone attempts to login.
4th- ACL (Access Control lists) this will limit who can access the router from who.
