sftp access denied

Is your question why doesn't sftp work or is it why can't the user log in remotely?
From what I know about sftp, it doesn't allow anonymous logins and an account is required on the system. Have you tried temporarily enabling remote login for the user to see if sftp works then? I don't know of any way to get around it.
