Severe Echo problem

Can someone help. Looking into a severe echo problem in a Nortel environment.
Currently configured 5 sites using baystack 460's and a combination of i2002 and i2004 handsets - using a centralized BCM 400 running 3.6. Each site is connected over fibre - core consists of a 5510 and the BCM.

Problem(s):
1) At one site as soon as I plug a PC into the i2002 phone I get severly degraded voice quality and the end to end latency from the Core to PC runs between 750 - 900Ms.

2)I have sporadic echo and voice quality issues between core (BCM) and edge sites.

System was deployed early 2004.

Any assistance or advice would be wonderful.

As Londonpoet indicated, you need to make sure that you prioritize your voice traffic over your WAN links. What method of prioritization are you using?
I'm assuming from your post that the problems are between phones in different IP subnets. You'll need to furnish more detail before anyone can help you any further.
If your voice quality issues are local to one LAN, then you'll most likely need to implement a VLAN strategy to separate your bandwidth usage. I'm guessing that you're not referring to this scenario, since your latency readings are off the charts for a LAN scenario.
