several record counts in the same report

I am using access 2007 for a change management database. It has been used since 2007. I would like to do an annual report with the count for each year to display on the report. I tried the sum(abs) and count to no avail. I am putting parameters in so for one count it will get me anything greater than 12/31/2006 and less that 1/1/2008 but it's not working. Does anyone have any idea the best way to do this?
