Sever queues mail

Microsoft exchange 2000 server queues the mail instead of sending it. Can anyone help?

ALL mail, or just the ones bound for external addresses?
Is the SMTP service running?

It queues most of the inbound mail but outgoing mail is okay. All of the services are running. However mail just trickles through and it has a delay of about 2 to 7 hours when delivering.
