Seurity problems with Frontpage Folders.

Recently I have been having access permission issues with files that were previously accessible. This was first noticed when I couldn't publish or update pages from my PC to the server.This is an Intranet site on a Windows 2000 Advanced Server running IIS 5. I checked the Server extensions, and get this error "Meta info file "service.cnf" must have read and write permissions." That was the first error found in the extension check. From Frontpage I get "Cannot open file Service.lck for writing"
All of my pages load fine and the ASP.net apps run ok, but I also cant do any remote debugging on the ASP.net apps from VS. I'v checked what I think are all the usual suspects, but feel free to tell me what I havent thought of.
