Setup problems

I've used the Package and Deployment Wizard to package a VB program. It works on my system (WinME), but when someone running Win98 downloaded it and tried to run the setup.exe, they received the following error: "C:\My Download Files\setup.exe is not a valid Win32 application" Can anyone help me figure out how to correct this so that anyone can download and run the file? Thanks.

"SYMPTOMS
When you try to run Setup for Microsoft Money or Works, you receive an error message similar to the following:

d:\setup.exe is not a valid win32 application

RESOLUTION
NOTE: Because there are several versions of Windows, the following steps may be different on your computer. If they are, please consult your product documentation to complete these steps.

Often, if you change the video display driver, this error message stops occurring. To change a video display driver in Windows, follow these steps:

Click Start, point to Settings, and then click Control Panel.

Double-click the Display icon.

In the Display Properties dialog box, click the Settings tab.

Click Change Display Type (or click Advanced).

Note the type of adapter that is listed in the Adapter Type box. (In Microsoft Windows 98, or Microsoft Windows Millennium Edition [Me], click the Adapter tab.)

In the Adapter Type box, click Change.

Click Show All Devices.

Choose a compatible display driver.

Select a manufacturer.

Select a model.

Click OK.

NOTE: If you have a disk with a compatible display driver, click Have Disk.

Follow the instructions on the screen.

Restart Windows.

If the new display driver is not compatible, Windows either offers to restore the old driver, or it restarts in Safe Mode. You can then return to the Control Panel and change the video display driver again.
