Setup installation trouble

I have created a setup.exe-file using Package and Deployment Wizard for Visual Basic. This is done under Windows XP. I have tried to install my application on computers using Windows 2000 and Windows 98, but it don`t work. Do I have to create the setup-file under an older operating system to make it work or what`s wrong?

Please help!
