Setup.exe does nothing

I am trying to upgrade a previous program. it has worked on my personal laptop, as well as other 2008 r1 servers. i have uninstalled the previous and tried to install the new several times, tried to upgrade it, ect. when i double click the setup.exe, nothing happens. i try to right click and run as administrator, nothing happens. ive rebooted. nothing. any ideas?

Check your antivirus program(s). I've recently been experiencing an antivirus program blocking, and even deleting installation programs that it didn't like.
