setup another exchange

3.How to setup another exchange so that before external mail can go to internal exchange it has to pass through external exchange and before sending external mail to internet, it has to pass through internal then external exchange..(in external exchange, setup antivirus software)
Or can you suggest any method to avoid virus attack to the internal exchange since it is very important for our company?(because we have permitted everyone have access to external mail).

Certainly it is possible to setup something like that but it will not be effective as it could infect both exchange boxes for once and possible other implications as well. I havent' seen a 100% protection setup yet. The use of a proxy or a firewall server before it gets into your exchange or your network for that matter, and LiveScan software such as ScanMail is more then you need.
