Setup advice need (VM lite/pro, queue setup)

All,
First I would like to say thanks to everyone who have helped with some of my previous questions. You guys have made the transition to the Avaya system possible.

On to the issue at hand. Here is our setup:
IP Office 406 V2, 16 Port analog trunk, 16 port digital extension trunk. We are also using VM Lite.

2 analog trunks are for Sales and 4 trunks are for Support.

My boss has this for an ideal setup and I'm stumped. I've been searching the boards and can't find any solutions.
When a call rings in to the Sales number he would like it to ring to all Support staff, as well as Sales. Then have our QA staff as an overflow group. He doesn't want these calls queued.
When a Support call comes in he would like it to go immediately into queue. There won't be an overflow for the Support lines. After x minutes in the queue he would like it to go to VM.

So far I can get the system to queue the calls. I am able to pickup a call from queue, until the first message saying all operators are busy. After that I can't pickup the call from queue. Also the call never gets sent to VM. I have setup different No Answer times without any luck.

So here are my questions:
1. With the desired setup will we be able to make VM Lite work?
2. If VM Lite will work, does anyone have any ideas on why we don't have the calls going to VM after x minutes?
3. Any ideas on why I'm unable to pull from the queues after the message saying "no operators are able to take your call"?
