You can do it, but your browser will complain about the certificate. In order for a browser to accept a certificate without complaint, the certificate must be signed -- and I don't think you'll get anyone to sign a localhost certificate, even if you were willing to pay for it.
From examination of the Apache 2.0.47 source tarball, mod_ssl seems to ship with the Apache source. mod_ssl and the configuration options it supports are part of the Apache 2.0 online documentation too.
