Setup a default project in D2009

I was following the instructions in the help for creating a project template library in D2009 (Updates 1&2, Help 1&2) and it says to go to Tools->Templates (Online help says Template Libraries) after creating a XML file describing the project template. This is all well and good but there is no menu option for templates or template libraries. Can anyone let me know how to get around this or to build a project template in D2009? Thanks in advance for any help given!
