Setuid apache startup script

I am trying to setuid apache startup script and I get this error:
(13)Permission denied: make_sock: could not bind to address [::]:80
no listening sockets available, shutting down
Unable to open logs
Any ideas on how to resolve this issue is appreciated.

Apache only starts with sudo.But I am trying make so that members of development team can start as themselves.
