Setting up VSS on an existing web server

I'm trying to set up VSS on a new migration of an existing web server. All of the applications (it's an intranet server) are just asp files, each application in a different folder. I need to Source Safe all of the applications on the server but the applications weren't created as web projects, just as individual files. I've been trying to create new web projects and just add the existing files, then add the project to source safe, but this hasn't been working, and it also would take forever to do. Can I just add each file to Source Safe without creating Web Projects? And still be able to use Visual Interdev to edit/maintain the code?
