Setting up vpn over internet

I am setting up a vpn over the internet using a netcomm nb1300+ router and i can connect via network but cannot over the internet. ALso i havent got much idea on this subject so you tell me what you need to know and i'll supply it. P.S. i dont know i i connect by internet ip or other?

Is the netcomm nb1300+ router also behind another router? Or try to use telnet to test if the ports are open or not.

well no its not behind another router im just not sure about the settings on my router (nat, port forwarding, dns, etc)
