Setting up VPN on Win2k with seperate Active Directory PC

We have a Win2K DC with Active Directory and I'm trying to installed a VPN on another machine. I get the error:

"Windows was unable to add this computer to the list of valid remote access servers in the Active Directory. Before you can use this computer as a remote access server, the domain administrator must complete this task."

So now I can get to the box when requested a VPN connection... however (the logs show) that it can not authenticate because their are no users in the "Remote Access Clients" because it does not have the correct rights within Active Directory.. so how do I resolve this problem??

PLEASE HELP! **pulls his hair out**
