Setting up vector and hunt group

I am trying to create a call for a toll free that comes into our switch. Basically the call comes into our switch, we then want the call to go to a single user, if they are not in have it roll into a voicemail box we have setup. Issue that I am running into is that when I setup the vector so I can use the queue-to I can not use the messaging and vice versa due to Basic and attendant vectoring. Anyone have an idea of how to make it so that I can use both the messaging and queueing functions.

Does basic vectoring allow for Route to steps?
If so just build a station with a vm box and route the call to that box.

Might look like this:
wait 2 seconds hearing ring back
queue to skill x
wait 60 sec hear music
route to 1234 with coverage.

1234 is the vm only station you set up.

Why are you even using a vector? Just point the incoming call to the local in question at the trunk group level & let the sets normal coverage carry it into voicemail.
