Setting up the RBS

I am in the process of implementing MS Project 2007 and don't quite understand the RBS and how is the best way to set it up. We are going to use generic names for resources. Do I have to fill in the RBS outline code? Or can I just label it with the country.department.job title. Any advice??
 
What about the actual users of the system? I assume you will be adding them to the Enterprise Resource Pool. If your organization only plans to assign generic resources to tasks, and any PM can assign any generic resource, then your approach to the RBS structure will work.
