Setting up NT4.0 MTX- Scripting Language Issue

I am setting up a new sever with NT4.0 Sp 6, MTX, and the com ojbects are written in Delphi. I am calling a Windows function that sets the script langauge (i.e. language set to 'JSCRIPT' or Langauge set to 'VBSCRIPT') but I can not get it to run on the new server(Works fine on current server)
The script I am calling is part of some package put out by Mircosoft called:
Microsoft Script Control 1.0
or
Microsoft Windows Script
or
Windows Script Control
the Class descriptions are part of msscript.ocx

Does anyone happen to now what I have failed to install on the new machine?
