Setting up NG on Windows2K Srv

I am running into a problem setting up an eval copy of NG on Win2K Adv Srv SP3. I am using a 30 day eval that only has two weeks before the end of the eval date.

I keep getting the error "cpWatchDog: [ERROR] FWD failed on start. I can not install a default policy and I am thinking that is what's keeping the FWD daemon from starting.

Any hints? It was working perfectly for a few weeks, then I decided to reinstall the eval NG FW and ever since it has bombed on me.....
