Setting up modem to dial out after receiving certain number of rings

Does anyone know if there is a utility available (for Win XP) that I can use to have a remote computer dial up its default internet connection after a certain pattern of rings being received on the incoming phone line to which the modem is connected (e.g. two calls of two rings each two minutes apart)?

There isn't an application that I know of, but that is partially due to the fact that the ringing that the caller hears, and the ringing that occurs on the phone line are not synchronous. It is likely that two rings to the caller will only be one ring on the phone line that your modem is attached to.
