Setting up internal only mail 1

My friends small company has exchange 2000 running on a Windows 2000 server. The server is set up as a domain controller. All the pc's authenticate to the domain controller.
Right now they are using their ISP's POP3 and SMTP servers for mail. However, they want to be able to send mail inside the office if they lose their DSL connection.
If I could just get a steer in the right direction on the best way to configure them to be able to accomplish sending email inside the office if they have no DSL connection I think I can take it from there. I'm reading up on exchange 2000 now, but some general advice ahead of time would help a lot.
 
There are a couple of options... You can go with Exchange, but someone who knows exchange should set it up. You can also look at upgrading to Windows 2003 on the server and installing the POP3/SMTP mail server that is included with it. This is a less robust solution that exchange, but it is functional and cheaper.

Why do you say someone that knows exchange should set it up? How well would you say they need to know it?
UPgrading to Server 2003 does not like a good option but not plausibe (too much $).
 
Also, why do you say it is cheaper to install 03 Server? They already have a license for exchange and are running 2000 server. 2003 server is around $1500.
