I have all required ports forwarded in router but when i telnet into port 1719 the registry port it will not reach IPO. Neither will 49152-53246. Any suggestions?
yes i followed all the instructions and double checked when installed phone remotely it tried to register then failed. port 1719 is the registry port. i was able to telnet port 1720, 5060
2 parts are required.
Port forwarding and IP route in the IPO.
Test your firewall with a port checker. Find them easily online, they are websites that will check for you but you can only test 1719 as 1720 is the response port from the IPO.

Turn your firewall off and test. If you still can't register then something else is wrong. If you can register. Then you know it's a firewall issue.
From IP Office Release 8.0+, the configuration of remote H323 extensions is supported without needing those extensions to be running special VPN firmware.
What release is your system on?
Also, I've referenced this before to get it to work:
1) enable remote worker on the lan port that is used for this
2) set up stun if the IPO is not connected to internet without NAT (NAT -> STUN)
3) enable remote worker on the used extension
4) enable remote worker on the user.
Then on the phone turn off 801.q (important)
Set the external IP address on the phone.
Be sure that these ports are forwarded if the IPO is not on the internet.
1718 UDP
1719 UDP
1720 TCP
RTP ports configured on the LAN port (remote worker part)
ICMP must be enabled for the public IP address used for the remote worker.
Also ,(I've been told this too) close up your RTP range. You're providing capabilities for 2047 handsets to connect. Do you need that many?

Also some ISP's block the ports necessary co connect this way (Virgin Media is one that is known not to be suitable)
I have always found the reliability of NAT traversal to be poor & with the added problems of weakening system security have always advised customers to use VPN handsets instead.
a suitable VPN router is not that expensive
A Maintenance contract is essential, not a Luxury.
Do things on the cheap & it will cost you dear
In times where everyone asks for security and encryption the VPN option should be the way to go. The situation is going to be a little better with TLS/SRTP but I would prefer VPN to avoid NAT issues.

Yes... Telnet only opens a TCP connection. You are trying to create a TCP connection to a listening UDP port (doesn't work for various & obvious reasons). Your firewall, even if properly programmed, will drop the connection.

My wish has come true. I no longer know how to use my telephone.
