setting up ftp server

I have a server that is an intracompany ftp server, not anonymous, in order to ftp into the machine you have to have an account and password. I want to secure it more than it is. I see plenty of articles and setting up anonymous ftp servers but not for account ftp servers. I want to make like an ftp jail for the ftp users. Is it done like you would do an anonymous ftp server? I tried rksh but that doesn't work. The way it is now is each user has there on account and group and there directories are 770. Any input would be greatly appreciated.
