Setting up FTP Server and PASV

so i found the following instructions: i made the changes and opened up the ports to my FTP server on my firewall, i dont have windows firewall enabled on this box, so that is not an issue.

i cant get this damn thing to work, i know port 21 is open to my ftp server, and i can connect if its set to PORT instead of PASV but the problem is most FTP clients default to PASV and i have to explain 3-5 times a week to people that they have to change it from PASV to PORT, i tried a month ago and got the same results, any help would be greatly appreciated
