Setting up folder permissions

Using Server 2012 file sevrer and have win 7 & win 8.1 clients.

We have a shared folder called "common" that is mapped as drive G on our file server. Need to do the following:

1. Users should not be able to create files and folders of G <root>
2. Only Domain Admins should be able to create parent folders on G <root>
3. The users should be able to go in the parent folders and create sub folders and files
4. The users should not be allowed to delete the parent folder.

The issue is that I am stuck in point 4, where the user is able to delete the parent folder. How can I take care of this.
