Is there anyay i can configure the fax service to dial a 9 or will the users have to enter it each time they send a fax.

Use the Server Manager console. Run the Configure Phone and Modem Options wizard. It will allow you to set a number that you dial to reach an outside line. Your users won't have to do anything.
