Who can create databases and who can run agents is controlled in a group of options in the Server document.
If your organization is more than a small group of employees, it is preferable to create groups following the responsabilities that are to be assigned. That way, you can put the group names in the server document, and manage the people via the groups.
You will find the server document in the names.nsf db under the view Servers.
