Setting up DNS on Win2K3 1

I’m new to the Windows 2003 world so bear with me,

Got a simple question; I need to setup a win2k3 machine just to serve as a DNS server for external network queries and place it on the DMZ of my firewall, does this machine needs to be promoted to a DC and then integrated to AD? Or is windows 2k3 implementation of DNS capable of running without AD?

Thanks in advance for any suggestions or comments?
