Setting up an FTP

I am trying to setup an FTP site to one of our servers. The server that I am trying to set this up on is also our web server. The problem that I am having is allowing access to the public ip address. The web site is available to get to, but you can't ping it by name or by the public ip. I think that this is what is keeping me from being able to set the FTP up. Can someone please help.

Is your server on a private network with a single public IP address from your ISP (behind a router)?
Then you need to enable port forwarding for FTP (ports 20 and 21).
