Setting up a repository

I would like to setup a repository for commonly used functions and images. I'm told that you do not have to own Enterprise server to do so. What is involved in creating one if I just want users to access it via Active Directory?
 
My "poor man's repository" is to create a blank report and add all the reports to it as report custom fuctions. Then any time I create a new report, I just open that report and do a Save As.
 
As far as I know, you can't setup a repository without BO Enterprise. A decade ago in v9 you could create your own repository but starting with v10 the repository had to be in Enterprise and it has been that way ever since, unless something has changed very recently.
