Setting up a print letter page

We are currently setting up a user system using sql and asp. we want to print letters from this system.

In a letter, for the first page we have a header and a footer and for all subsequent pages we have a footer.

Is there a way of putting headers and footers in a flash file? please, i love you all so much, no really
