Setting up a domain user as a local admin on a member server

As stated, i am sure i have done this before, but i seem to be having a mental block.
I want a developer to have full admin rights to our dev-server and just that server, how do i do it?

Its not in manage my computer, so where is it?

Right click Computer Management then connect to computer.
