Setting up a default webpage if web server goes down?

I have 2 web servers that I am using. The first one provides a login page for people to login to. If successful then it is passed to the other web server that I have.

What I am wanting to do is setup a default web page like "Server is under maintenance" to be displayed if the second web server it's supposed to go to is down.

Right now the page that is getting displayed automatically when the second server is down is the default DNSError web page that is dynamically built within the shdoclc.dll file that is built in the Windows Operating system. Got any ideas/documents on how I can set this up. Thanks!
