Setting time zone question

My site is hosted on the East Coast (U.S.), however, the people using my
site are all in San Francisco (3 hours behind). The site uses dates and
times extensively. Instead of adding code to adjust dates and times on
each page, is there a way to simply set an application level variable or
a builtin constant where I can set the default timezone throughout the
site to be West Coast (PST)?

Question: You reference your "site"?

Can we assume you are referring to an NT or Win2000 Website you host?

If so, configure your html VBSCRIPT or JAVASCRIPT to use GMT and then adjust for it that way. However, makes alot of assumptions.
