Setting proxy settings in Internet Explorer

We have put in a HTTP proxy server and now need to direct all the Internet connections to this rather then the gateway.

Is there a way to do this with out changing the Explorer settings manually for each user?

I went through something like that. I have Win2k and applied a policy for all users to fix the internet explorer settings
