A Policy has been set to change our wallpaper!
The Policy has now been deleted but the wallpaper picture is still on our users machines.

I have had to create a new policy to change there wallpaper back to a blue picture! They do not have permissions to choose there own wallpaper but they can right click on a picture and set as background! they will then not be able to remove it!

Is there a Policy to set background as 'none'???
Also prevent a jpeg to be set as background?

I'm not sure about setting the background to none, but I know you can specific to only allow .bmp for background that would block the .jpg file. This option is available under the User Configuration --> Administrative Template --> Desktop --> Active Desktop. Here you have two options either "disable Active Desktop" or "Allow only bitmapped wallpaper".
