setting permissions for users of a database

I'm setting up a Billing/Salary Database for my company. I need to be able to have our accountant and my boss have full access to everything in the database, but my boss is thinking about hiring a new assistant and he only wants her to have limited access (can't see salary rate, billing rates, and confidential info) is there any way better than setting up the admin and users group to do this??

any help would be appreciated thanks
