Setting NLS_COMP parameter

Hi all,

Please, could anyone tell me how to set NLS_COMP parameter?
The only way I succeeded setting NLS_COMP is through ALTER SESSION SET NLS_COMP=ANSI.
According the documentation it would be also possible to set up NLS_COMP environment variable.
I have tried to set up environment variable (also in registry) but NLS_COMP parameter has still default value (BINARY).

I didn't even succeed setting NLS_COMP in INIT.ORA.
