Setting new default sizes for paper layout

When I open up a report that I have previously changed the default layout on (from 24.99 to 18 on all measurements), it has reverted back to the 24.99 default and causes the report to run to 2 pages for each record instead of 1.
How do I get the default to stay stay at 18? Unlike word you don't get the 'set as default' button.

The answer I was looking for was to change the default in Tools>Options>General(tab)
