Setting mousedown behaviours to navigation buttons

I am having issues on how to create mousedown rollovers inorder to specify the current page the user is on and that button must become inactive since they are on that page.

I have used the set nav bar image behaviour but even after specifying the down image, it does work. It only works for the mouse overs and not mousedown or over while down.

Am i missing anything out?
 
'down' image should be the default and the only image on the page that you open and then just remove the link (or all of the rollover) in comparision to the starting page.
I assume it is sort of a 'tabbed interface' where the tab is inactive ones clicked/visited/viewed.
