Setting Group Policies to set desktop

I have set up a group and created a shared file to place desktop icons in a folder that will come up on the desktop when user logs in. I did set the permissions on the shared file to reflect group to have read rights, domain admins to have full rights. I try to log in as a user and the icons do not show up on desktop. I allowed current desktop icons to remain. Also, I placed folders in this icon folder holding additional icons depending on users needs. Nothing is showing. I pointed the desktop to
\\server\sharedfoldernamesp\icons. What did I do wrong?
 
at what level did you set the group policy and did you block policy inheritance?? I had this problem a couple of days ago and that was the answer. Hierarchy! :)
