Setting Global Rules??

We are using GroupWise 6, and I was wondering if we can set Global Rules. We are going to cover the basics with a Global rule if it is possible. We have a pile of users that aren't going to touch the rules on their own but, we would like some functions to be a default. Ex. a vacation rule.
Any Ideas,
